Water Resources Program Manager Jeff Smyth Joins GEI
February 18, 2025Jeff’s experience includes large water infrastructure projects.
CARLSBAD, California, Feb. 18, 2025 – Jeffrey “Jeff” Smyth, P.E., has joined GEI Consultants as a Senior Program Manager. Jeff is focused on delivering capital improvement programs, particularly large infrastructure such as dams, large diameter pipelines, pump stations, and treatment facilities. He brings more than 30 years of diverse work in project management, planning, designing, and construction oversight for water, wastewater, and power resource projects.
“Jeff brings decades of experience managing and delivering water resources projects to the southern California region,” said Jerry Reed, P.E., Vice President and Senior Program Manager at GEI. “As a former water agency manager, Jeff brings an owner’s perspective and his skills will help our clients deliver quality projects on time and within budget, so that they can deliver water to their customers safely and reliably.”
Jeff joins GEI following a 23-year career at the East Orange County Water District and Irvine Ranch Water District. While there, he worked in operations and engineering, designing and constructing millions of dollars of public infrastructure. Jeff’s project work includes domestic water production, treatment, storage, and distribution, wastewater collection and treatment, vertical infrastructure, corrosion protection, emergency management, and nuclear.

Jeff holds a Master’s in Business Administration from California State University Fullerton, a Bachelor of Science in Mechanical Engineering from Rutgers College of Engineering, and he is a certified Water Distribution Operator Grade 2 by the California State Water Resources Control Board.
