Gary Lippner
Senior Program Manager, Vice PresidentGary Lippner has joined GEI Consultants in Sacramento as a Senior Program Manager and Vice President. Mr. Lippner brings more than three decades of water resources experience across academic, private, and government entities throughout North America. Most recently, he served as Deputy Director for Flood Management and Dam Safety with the California Department of Water Resources (DWR) where he advised and assisted the Director to formulate and implement flood management and dam safety policies and programs. He previously served as Deputy Director of Delta Conveyance, and also helped develop and implement strategic water planning initiatives for flood and drought emergences, dam safety, water supply, conveyance, groundwater, and ecosystem services. Mr. Lippner has worked on water resources policies and strategic approaches with federal, state, and local agencies, as well as Tribal groups and non-governmental organizations (NGOs). As an academic, he has published extensively with a focus on stormwater management. In private industry, he designed and oversaw construction of many water resource projects, and as DWR’s Deputy Director, he sharpened his acumen in policy, law, and administration of water resources with the Governor’s Office, California legislature, and Congress.

- Oversight of DWR’s Flood Emergency Operations for the 2023 Winter Storms Event, including conducting briefings for the Governor, his staff and Secretaries during the California Office of Emergency Services’ Unified Coordination Group meetings.
- Served as DWR Drought Emergency Response Team Director in 2016 and led a multidisciplinary professional and administrative team that required consistent executive communication and coordination.
- Recognized at the 2016 Director’s awards and received the Outstanding Technical and Sustained Superior Accomplishment Award for revamping DWR’s drought approach from a strict emergency response structure to a more sustainable hybrid emergency-and-programmatic response organization.
