Gary Lippner joins GEI as a Senior Program Manager

Lippner brings 30 years of experience advancing water resources solutions.

Portrait of Gary LippnerSacramento, CA, April 2, 2025 Gary Lippner has joined GEI Consultants in Sacramento as a Senior Program Manager and Vice President. Gary brings more than three decades of water resources experience across academic, private, and government entities throughout North America. Most recently, Gary served as Deputy Director for Flood Management and Dam Safety with the California Department of Water Resources (DWR) where he advised and assisted the Director to formulate and implement flood management and dam safety policies and programs. He previously served as Deputy Director of Delta Conveyance, and he also helped develop and implement strategic water planning initiatives for flood and drought emergences, dam safety, water supply, conveyance, groundwater, and ecosystem services.

Gary has worked on water resources policies and strategic approaches with federal, state, and local agencies, as well as Tribal groups and non-governmental organizations (NGOs.) As an academic, he has published extensively with a focus on stormwater management. In private industry he designed and oversaw construction of many water resource projects, and as DWR’s Deputy Director, he sharpened his acumen in policy, law, and administration of water resources with the Governor’s Office, California legislature, and Congress.

Gary holds a Master’s in Civil Engineering from the California State University Sacramento, a Bachelor of Science in Civil Engineering from California State University Chico, and he is a registered Professional Engineer in California.
